25 Years Since the Allègre Law: Is the “Fear of Failure” Still Holding Back Innovation?

The Allègre Act of 1999 marked a turning point in the research and higher education ecosystem by establishing the status of “researcher-entrepreneur” and strengthening technology transfer structures. However, 25 years after its enactment, debates continue regarding “cultural barriers” that limit innovation and a “fear of failure” among both public and private investors.
